Within Government & Public Services
The U.S. National Weather Service says Wireless Emergency Alerts can reach mobile devices without an app download or subscription. It distinguishes WEA from local telephone, text or email signup services, which provide complementary detail. Label a local registration as that service's signup; do not imply it activates WEA.
NWS guidance says a visitor can receive WEA with a capable phone and a participating wireless carrier. Devices support different WEA versions and features. Refer people to their carrier or device provider for capability checks; an awareness-page visit or local signup does not verify emergency-alert reception.
NWS describes NOAA Weather Radio All Hazards as continuous official weather and hazard broadcasts, provided as a public service. Reception requires a special radio or scanner capable of receiving its signal. Distinguish radio reception from a mobile signup so the outreach describes the equipment and channel actually needed.
NWS lists WEA, NOAA Weather Radio, broadcast alerts and local or state alerting methods as different notification channels. Its WEA guidance says the messages are free and do not count against texting limits. Measure a clearly named information or local-registration action; neither demonstrates that every future warning will be received.

Research scope
Benchmark status reviewed 11 October 2026.
The exact category cohort does not support a publishable AOV aggregate.
Median and middle 50% of account-level average order values. Each account value is purchase ROAS multiplied by cost per purchase in USD. Successful classifications, including manual corrections, with positive finite spend, purchases, ROAS and cost per purchase. Accounts are counted once with equal weight. Quartiles use linear interpolation. Root cohorts include direct root classifications and their child categories; exact-child cohorts exclude parent and sibling categories. The source selects the highest-spend coverage row per account among snapshots dated within the preceding 30 days; the underlying reporting period is not supplied. This is a dated aggregate advertising-data snapshot, not business-wide AOV or a census. Parent and sibling benchmarks are never substituted.
