EPA's participation guide directs people to the proposed regulation and its docket or document ID on Regulations.gov. The notice's ADDRESSES section lists other submission methods. Name that proceeding and route; a general community signup is not a submitted comment in a particular docket.
EPA's commenting guidance says the process is not a vote and emphasizes supported comments. It also requires submission by the Federal Register notice's comment deadline. Explain the procedural action without implying that a volume of form submissions establishes adoption, rejection or a binding policy result.
EPA says submitted comments, including personal information in their bodies, are normally posted publicly, subject to stated exceptions. Confidential business information and statutorily restricted information need separate handling; TSCA has specific electronic requirements. Point to those instructions rather than describing an ordinary comment submission as private.
EPA describes proposed-rule comments through Regulations.gov and also identifies regulatory agendas, plans and docket materials for following activity. A public-information subscription is a different action from filing a docket comment. Name the current proceeding and stage; neither signup nor submission proves that a regulation changed.

Median and middle 50% of account-level average order values. Each account value is purchase ROAS multiplied by cost per purchase in USD. Successful classifications, including manual corrections, with positive finite spend, purchases, ROAS and cost per purchase. Accounts are counted once with equal weight. Quartiles use linear interpolation. Root cohorts include direct root classifications and their child categories; exact-child cohorts exclude parent and sibling categories. The source selects the highest-spend coverage row per account among snapshots dated within the preceding 30 days; the underlying reporting period is not supplied. This is a dated aggregate advertising-data snapshot, not business-wide AOV or a census. Parent and sibling benchmarks are never substituted.
